Nursing Shortage Portends Ill Will for Colorado

Colorado’s nursing and health care workforce shortages threaten the health of our citizens and our economic viability, according to a new report just released by the Colorado Center for Nursing Excellence (the Center).
“Although we may not feel it at the moment, Colorado is on the verge of a tsunami that threatens the physical and economic status of our communities and health care systems,” said Jean Scholz, RN and president and CEO of the Center. “The demographics in Colorado are changing rapidly. We have to anticipate these changes and adapt our models of health care delivery and education capacity now, so that Coloradans in the future will have access to viable health care services.”
Scholz cited health care reform, an aging labor pool, a growing and graying population and a restricted number of nursing school graduates due to a shortage of faculty and clinical training space as key factors in Colorado’s looming health care crisis.
“The short-term impact of the recession has made it harder for nursing school graduates to gain employment now than in past years,” explained Scholz. “Colorado’s future ability to deliver healthcare is still very much at risk due to an emerging nursing and health care workforce shortage. Thirty-two percent of the state’s 61,000 nurses are 55 or older. Colorado faces a very significant challenge in replacing these 20,000 retiring nurses as well as meeting the increasing healthcare demands of an aging and growing population.”
“We hope this report will rally our community to start working on these critical issues by creating innovative solutions to workforce shortages and removing delivery roadblocks that could dramatically help the system,” said the Center’s Board Chair, Jerry Spicer. Spicer, an RN, is the vice president of patient services and the chief nursing officer for St. Mary’s Hospital and Medical Center in Grand Junction, Colorado.
The Facts
Colorado’s health care and social assistance sector is responsible for one out of every nine Colorado jobs; 11 percent of the state’s working population.
While relatively younger than the state’s nursing population, in 1993 only nine percent of Colorado’s health care workforce was over the age of 55 percent; today it is 20 percent.
The average age of Colorado nurses is 49 and only seven percent are under the age of 30.
The Solutions
The Center outlines a framework for building Colorado’s health care workforce to ensure there are enough nurses and health care professionals in Colorado.
According to Anne Warhover, president and CEO of the Colorado Health Foundation, a funding organization for the Center, “In addition to reengineering our educational system with a focus on outcomes, we need to develop and implement new models of care, including medical homes with comprehensive physical health, mental health and dental services, and at the same time remove the bureaucratic bottlenecks that hinder working in the health care industry.”
A snapshot of the Center’s report provides a number of key initiatives to help with the pending tsunami:
1. Eliminate unnecessary regulatory and administrative burdens that slow down and increase the cost of providing care.
2. Ensure that nursing schools and other health care disciplines have the necessary resources to educate our future workforce, including adequate faculty.
3. Work with community providers including primary care physicians to increase the number of sites for educating nurses, advanced practice nurses, nurse midwives and other health care professionals.
4. Help employers quickly assimilate new graduates and ramp up efforts to prepare nurses for in demand positions including primary care, mental health, critical care, case management, home health and long term care disciplines.

186,000 Colorado Jobs in Creative Economy: New Study Defines 5th Largest Cluster of Colorado’s Economy

The Colorado Council on the Arts released “Colorado: State-of-the-Art, Key Findings from The State of Colorado’s Creative Economy”, which shows that 186,251 jobs in the state are associated with creative enterprises and creative occupations. A key findings summary and the full report are available on the Colorado Council on the Arts web site at www.coloarts.org.
Colorado’s creative enterprises alone employed over 122,000 individuals in about 8,000 establishments. This accounts for 3.9% of the state’s estimated 3.2 million jobs, making it Colorado’s 5th largest employment sector, almost as large as biotechnology/biomedical and IT & telecommunications, and larger than defense & security and agribusiness, food processing & technology. Employee earnings in these jobs, including employee benefits, was about billion. Another 64,000 individuals worked in creative occupations in non-creative enterprises.
“This research clearly demonstrates that the creative sector is a large and important sector of Colorado’s economy,” said Colorado Lt. Governor, Barbara O’Brien. “Our next step is to more fully understand the challenges in each industry sub-group and identify areas of opportunity.”
Colorado is a magnet for creative talent, ranking 5th among all states for concentration of artists. Only New York, California, Massachusetts and Vermont have a higher concentration of creative talent. Colorado ranks 2nd in concentration of architects, 7th in concentration of writers, designers, entertainers and performers, and 8th in concentration of photographers. “Anecdotally we knew that Colorado was home to a large number of creative businesses and creative talent,” said Elaine Mariner, executive director, Colorado Council on the Arts. “Now we have the statistics to prove that the creative sector is a critical part of our state’s economy and could be an important driver for economic growth.”
For this study, a creative enterprise is defined as any company for which the primary value of its products or services is rooted in its emotional and aesthetic appeal to the customer. A creative occupation is defined as a job in either a creative industry or non-creative industry in which the work itself is inherently creative or artistic. The creative economy encompasses both of these groups, which overlap.
The study categorized creative industries into six sub-groups: design, film and media, heritage, literary and publishing, performing arts, and visual arts and crafts. Colorado’s strengths are design, literary and publishing, and film and media which represent 73% of all creative industry jobs.
The strengths of the creative economy vary across the state. For instance South Central Colorado has strength in literary and publishing including the greeting card industry, Northwest hosts nationally significant art and music festivals, and Southwest is home to a significant number of visual artists. The study identified four action steps to grow Colorado’s creative economy: understand what drives and what impedes the growth of the various industry sub-segments, capitalize on the linkages between creative talent and other important industry clusters such as manufacturing, assess the strengths of the state’s K-12 and higher education systems to further develop our creative workforce, and consider how to attract more creative enterprises to our state by learning about where creative people choose to live and why, by region.
The Colorado Council on the Arts is working with Lt. Governor O’Brien, Colorado Department of Education, Colorado Department of Labor and Colorado Community College System to host a series of regional “Creative Conversations” through which the state can develop a better understanding of how the creative industries can be harnessed in each region to drive economic growth.

Colorado Lost More Than 13000 Jobs in July
More than 13700 Colorado jobs were let go in July. And according to the Colorado Department of Labor and Employment… Colorado state lost more than 2 million jobs altogether. The state’s unemployment rate jumped during summer months to 5.2 percent last month in July. And State Labor officials are saying that this is the highest jobless rate Colorado has since since June 2005. The national unemployment rate is currently at 5.7 percent. In addition, first time claims for unemployment filers were up at 14 percent, when compared to the same time last year. However… the good news is that statewide payrolls have grown by 31000 new jobs.

The Colorado Institute for Drug, Device and Diagnostic Development (CID4) officially launches this month with a statewide “Call for Proposals” from Colorado life science technologies in need of funding and active management. The announcement is made by Kevin M. Smith, CID4 Executive Vice President/COO and spokesperson, who says “CID4 is a private, not-for-profit entity, formed in 2009 to bridge the gap between basic research and successful product commercialization, thereby creating more Colorado jobs in the life science industry.”
The Institute’s mission is to advance the life science industry in Colorado through active management and funding of projects, resulting in the creation of new companies and new jobs. The need for CID4 was initially outlined in the ‘Colorado Bioscience Roadmap 2008,’ a study compiled by the national Battelle Technology Partnership Practice for the State of Colorado and its bioscience industry partners.
